Google is currently in the process of discontinuing traditional Hangouts for free users, as it was announced a week ago. Today, a lot of people are discovering that they are unable to use Hangouts for Android and iOS.
The old Hangouts mobile apps, which haven’t had any significant feature updates in a number of years and have been largely inaccessible for new Google Play or App Store downloads lately, are affected by the first phase of this shutdown.
The It’s time for Chat in Gmail notice that appears when you launch Hangouts forces Android and iOS users to choose between using the Chat apps or the Gmail tab. You can no longer access classic Hangouts on mobile after seeing this screen.

Along with Android and iOS, Google is also deactivating the Hangouts desktop extension for Chrome, and this month, classic Hangouts will no longer function in the sidebar of web Gmail. Users are advised to use the PWA (Progressive Web App) at chat.google.com or the Chat feature on Gmail.com.
hangouts.google.com will no longer function after at least October; the only remaining feature of traditional Hangouts will be the ability to download data and history via Google Takeout.
